Delay Reason Code 15 and Extraordinary Circumstance Guidance

In response to the COVID-19 State of Emergency, BEI has added the Delay Reason Code 15 to the dropdown menu in EI Billing. Claims that would normally have been required to be submitted during the State of Emergency exceeding the timely filing limits may be submitted electronically using Delay Reason 15 (Natural Disaster/State of Emergency). Providers are required to follow the guidance sent by Medicaid. BEI has also added an Extraordinary Circumstance (Natural Disaster/State of Emergency) to the 90-Day timely submission drop-down in EI Billing. This will allow claims to be paid out of Escrow should they be delayed during the State of Emergency. Providers are required to follow the normal documentation procedures for Extraordinary Circumstances within EI Billing.
 
If a Billing Provider has an Extraordinary Circumstance (EC) such as a Hospitalization that may be related to the State of Emergency but postdates that time period, they can use that EC and enter the dates matching that timeline, as required in EI Billing.
