IFSP Reviews and Continuing Eligibility for the Early Intervention Program

Dear Colleague:

This email is to provide the New York State Department of Health’s (Department) policy regarding IFSP reviews and  continuing eligibility for children in the Early Intervention Program. 

The Department has received many recent inquiries from providers and municipalities to provide clarification on this topic.  We hope this policy provides assistance to clarify any misunderstandings, to eliminate unnecessary testing of children, and to ensure consistency of practices across New York State.

The attached policy was developed based on Early Intervention regulations, Section 69-4.8, Evaluators/Screening, Evaluation and Assessment Responsibilities, and Section 69-11 (b) (2), Individualized Family Service Plan.
