Weekly Progress Report – Full Implementation of SFA

The Department of Health is pleased to announce that on Tuesday, October 1,
2013, Public Consulting Group will begin implementation of its full-service
State Fiscal Agent duties for the Early Intervention Program (EIP).
PCG is partnering with James McGuinness Associates (McGuinness), the interim
fiscal agent, to ensure a smooth transition from interim SFA operations to
PCG’s full-service SFA.
The following is important information for providers, municipalities, and third
party payers about PCG SFA Operations beginning October 1, 2013.
• There
will be no additional Medicaid paper work for providers who are currently
enrolled in the Medicaid Program as billing providers. The same
ETIN will continue to be used to submit claims to the Medicaid Program.
• EIBilling.com
will continue to be used by providers and municipalities for SFA billing and
claiming functions.
• EIBilling.com
users will continue to have the same log-in ID and password.
• EIBilling.com
will have existing functionality, and users will continue to have access to the
same knowledge and system information.
• PCG
is enhancing EIBilling.com to improve the training section and expanded contact
information.
New Customer
Service Call Center available on October 1 – 7 AM to 7 PM,
Monday-Friday: Beginning October 1, the new PCG Customer
Service Call Center will give providers, municipalities, and payers the
ability to speak to a representative who has access to information about the EI
billing process, forms management, Medicaid documentation, and other items
related to the Fiscal Agent process. Any problems should be directed
through the PCG Customer Service Call Center, as the help ticket function on
EIBilling.com will be shut off and no further tickets will be accepted.
Enhanced
Website: Keeping the same web address and name, PCG will enhance the www.EIBilling.com website. EIBilling.com
is being reorganized to offer better accessibility to information users need to
find data, input information, and complete billing. PCG reviews
user feedback, enhances processes, and addresses issues raised during the
interim process.
New Training
Available : PCG is increasing the availability of training for providers
and service coordinators. PCG training staff will be
available to meet with groups to help them understand and better use the new
system. The staff has created a new calendar of training webinars for
municipalities, providers, and service coordinators. Participants will be able
to access these webinars live or view a recording from the training section of
the EIBilling site. For more information about webinars and training

Please be
advised that on Monday, September 30, from 3 PM to 9 PM, the EIBilling.com
website will be temporarily unavailable to users for maintenance. Providers,
municipalities, and third party payers will receive instructions on contacting
the PCG EIBilling Customer Service Center for help and assistance. As of
Monday, September 30, the help ticket function will no longer be available.
The
Department is also pleased to report that PCG convened the first meeting of the
SFA steering committee on September 23, 2013. The steering committee is
comprised of representatives of the Early Intervention Coordinating Council,
providers, insurers, municipalities, parents, the Department of financial
services, and the Department of Health on September 23, 2013. A list of
the steering committee members is attached. PCG and the Department look
forward to receiving the advice working with the steering committee on ongoing
SFA operations.
